Insufficient food for Juan Dela Cruz

Tears ran thin down the face of the 35-years-old mother of three.The empty vessel lay on the table.Behind it,the children leveled their body on the floor due to an empty stomach.

The scenario realized Mrs. Bayona,it was the worst thing happened in her entire existence.

Hunger incidence is a pressing issue that needs to be addressed by our policy makers.

The number of Filipino families who rated themselves as hungry(based on the Social Weather Station self-rated hunger survey) rose from 8.3 % to 18.3% from the year 1999-2014.In last quarter of 2014 an estimated 3.8 millions household were victim of hunger.Out of these,13.2% of Filipinos experienced moderate hunger and 4.1 severe hunger.But in December 2014,the average hunger rate decreased by single-digit points-1.2 points compared to the 2013 of 19.5%. The Philippines government has quickly claim that this largely the result of their Conditional Cash Transfer Program or 4P's.However,some analyst stress does not translate to significant improvement.The people suffering from hunger in the country are mainly children and pregnant women.An alarming 33.6% of children under five years old are suffering from stunted growth in year 2003-2011,which placed the country 9th in ranking of stunted children.Pregnant women in the Philippines also count among people suffering the most from hunger.According to 2013 UNICEF reports,the Philippines ranked fifth among the countries with the most cases of low-birth babies.The poor nutrition of the mother has an impact on the development of new born and children.


The regions that are most affected by hunger are rural.This case especially in disaster-affected community,mostly in Visayas. These are the areas where poverty incident is much higher than the national average.The UN World Food program documented that 27% of the population in Yolanda-affected areas remained food insecure.


The right to food is basically human right supported by depriving a certain part of population.
According to Philippine Constitution of 1897,article 13,section of 1897,article 13,section 12 states that the state shall establish and maintain an effective food and drugs regulatory system and undertake appropriate health.
Perhaps,there is probable cause of hunger incident in the country.One,high retail food prices makes food items unaffordable and hinder the ability of the poor household to meet their daily foods and dietary needs.Income is another factor.The reality that people have become much poor able to access food because of meager income. Because of poverty,the lack of food to supply the family Bayona is a major problem to them. The right to have food is threatened the well-being of humanity.It abase the dignity of every human being and make our world insecure.
